Convene CongressIn terms of human and financial loss, the disasterous aftermath of Hurricane Katrina is on a par with the September 11 terrorist attacks. Yet it seems there's no suggestion that Congress cut short its Labor Day recess and immediately return to the Washington.
That's why the president should exercise the constitutional authority granted to him in
Article II, Section 3 to, "on extraordinary Occasions, convene both Houses" of Congress.
Even if Congress is currently scheduled to reconvene next week, the president should formally call both Houses into session to assure the victims and the rest of the nation that this enormous challenge is being addressed.
